Somalia Peace Operations

Supporting African Union peacekeepers

DI provides logistical support and training for Africa Union (AU) peacekeeping troops in Somalia.

The State Department and the AU are working to help reestablish peace and stability. Ethiopia, Uganda, and Burundi are among the AU-member nations that have sent peacekeeping troops to Mogadishu.

DI has supported this program since its inception in 2006. We outfit and equip the battalions, provide up-armored vehicles, and fly in at least four sustainment flights each month.

We also provide training. Instruction in small boat security operations is one type of training we provided for members of the Ugandan People’s Defence Force. DI staff taught

Ugandan marines how to swim and operate rigid hull inflatable boats before deploying to Mogadishu.

Program Manager Dave Henry is based in Kampala, Uganda, and Operations Manager Clay O’Hara is based in Mogadishu, Somalia. The team is working in hostile and dangerous environments and has maintained a flawless safety record.

Since January, the MTT has been working in Jordan, monitoring the training of more than 1,000 Palestinian Authority National Security Force and Presidential Guard members. The training is conducted at the Jordanian International Police Training Center.

U.S. Assistant Secretary of State David Johnson travelled to Israel and Jordan in February to review the program’s progress. He was pleased with DI’s team and the training for the Palestine Authority’s battalion-sized classes.

“As with all start up programs, we have faced a number of challenges, said DI Deputy Program Manager Paul Richards. “The Mobile Training Team members have done an outstanding job coordinating with the U.S. government team, the Jordanian instructor cadre at JIPTC, and the students. At the same time, the support staff members in Jerusalem have been busy preparing for the incoming shipments of equipment. DynCorp has provided a staff of very qualified and dedicated professionals. I see nothing but good things for this program.”

CIVPOL Palestinian Authority Security Sector Transformation Program fosters Mideast security

DI supports the State Department by providing Palestinian Authority security forces with non-lethal law enforcement equipment and training. The program, CIVPOL Palestinian Authority Security Sector Transformation (PASST), is designed to foster stability and security in the Middle East.

DI’s administrative and logistics staff are based at the program’s headquarters in East Jerusalem. An important component of the program is the Mobile Training Team (MTT) of 25 law enforcement and security training specialists who deploy throughout the region.
